Origins PCPN is an offshoot of an 18-month project sponsored in 2003 by the U.S. Department of Health and Human Services, Office of Community Services to develop a theoretical construct upon which a national dialog about new ways of thinking about and addressing poverty could be built. The project involved more than 80 front-line activists, experts, and others from diverse organizations (including the Future Search Network) in non-partisan dialogues in the summer and fall of 2004, and resulted in a construct that included a vision, mission, and principles from which to begin a national dialog. The strategy upon which PCPN is based was brainstormed with the Future Search Network Co-Directors in October 2004 and included as a next-level strategy in a report following the completion of the original project (the full report is available below). In March of 2005, the Future Search Network Co-Directors and the Executive Director of its parent company, Resources for Human Development, Inc., invited the project champion, Clarence Carter, and the project manager, Nancy Polend, to continue the work by implementing the strategy as a program of the Future Search Network. In May of 2005, Ms. Polend submitted a draft proposal and worked with Weisbord and Janoff to refine the approach over the summer and fall of 2005. By January 2006, plans to formalize the program and begin fund development were well under way.
